It's good how you kept the image consistent with your choice of colours, you really gave a sense of coldness with the blue palette. It's well composed and easy on the eye - you're not flooding too much into the picture, which works well with this. It's good that no other aspect dominates over the other, giving a well rounded and pleasant image. The style is very original and compliments well what you were trying to portray.
I'd say if you could make the scales abit more vivid and maybe add more definitive shadows and lighting, it'll make the image more 3 dimensional also maybe a touch of frost in the background? Like the dragon is freezing the picture itself. The ice (crystal?) needs abit of work, either with some shine and gradients.
This could easily be part of a collection, with dragons of each natural element, as long as the style remains consistent throughout.
Overall, a lovely image with very few unimportant little tweaks that could be made.
The linework is nice, though giving some lineweight to it would give it some punch. For instance adding darker lines where shadow or weight is greater, and thinner lines where the light hits. It will really increase the dimension of the figure, as well as make it more interesting to look at.
The crystal with the metal wrapped around it could use a little bit of articulation. More rotation shown with the metal, and maybe even showing a ghost of the metal through the crystal, since that object appears to be clear like ice or a diamond. One would imagine seeing straight through it to the other side, in which that metal wrapping would be seen.
Also, the rope holding the crystal to the dragon is a little distracting, being the only item in the image with a warmer colour tone, it really jumps out. If you're going to add something like that I suggest maybe dropping that colour into a few other areas of the image. Or simply making the rope a blue tone (encrusted with ice or snow or some such) to help reduce it as the main focus of the image.
